Thank you both again for your help in identifying the song, and for providing scans from Singing Together and Music in Our Country. I wound up getting a teacher's edition of the Music in Our Country book, which has a slightly different musical notation (in the index, it also has the song classified under "Jokes and Nonsense," for what that's worth...). I've put a little effort into trying to figure out who Margaret Marks was; she is listed as a translator in the book "Echoes of Africa in Folk Songs of the Americas" (1961), in which Viva Panama also appears, again with a slightly different musical notation (and only two verses). My father said he remembers learning the song "when JFK was president" - I'll have to see if any of the other songs from the book spark any memories!
