I saw the footage some time ago, I can't remember if the original is black and white or not. It was stark and communicated the message with no need for time stamp or names. With no subtitles nor voiceovers, and my limited knowledge of context, I took it to mean western photographers coming across a young German woman's recipient of Russian 'hospitality.'
A book came out in the 50s: A Woman in Berlin, about the experiences of a German reporter, whose husband was away fighting or retreating, when the Russians moved in to occupy Berlin. Rather than face random violations, she sought out a Soviet officer to make an 'accomodation' that limited her and her friends' exposure to violence, and possibly saved the lives of juvenile males in her vicinity. The book was originally anonymous, and the movie when it came out less than 20 years ago was well done.

As far as the footage referenced by the OP, these occurrences were (and are) so commonplace, it can reduce meaningfulness of it to particularize it. As an earlier post put it, it happened (happens) again and again and again and again.
