To answer everybody's unasked questions: I know that a proposal like this will never be implemented. The point of the thread is more to open discussion about these "welcome" threads it than to craft policy for implementation.

For myself, I get tired of opening "welcome" threads to see if it's one I've posted in yet. It burns a lot of time, and for very little benefit that I can see. My new policy is to ignore them wholesale.
