Toad: No apology necessary at all. I would merely point out that the Clinton administation had seven years to do something about the problem, if one exists, but they didn't do anything about it until weeks before a new administration came to Washington. I stand by my belief that any new president (representing the views of either party) should be given the latitude to review last minute Executive Orders. I will read the article, however.
