So question 9 asks whether I speak Welsh or not - I can't see why that shouldn't apply to people in England just as much as Wales.

Logically they'd have broadened it out to ask a question about languages in general, because there are a hell of a lot of household where English isn't the first language. That would have made a lot more sense than questions about "what is your ethnic group?" (I suppose if you were a "Morris dancer" you could put that down there - it'd be perfectly legal I believe, since it would be true, even if it wasn't what they were actually after.)
