The ones I referred to are in France - I can't remember where I saw the page, but I DO remember seeing one.

A quick buzz on google brought up what sounds to be a similar event in Poland... click here for details on that one. It's not the 'Hugill Competition' that I remember, but they do give a "Stan Hugill Award".
