I would hope that health board certified tattoists would be a tad more careful than your average pin & inkpen prison tattoist.

My tattooist shows me where everything is coming from and pours the ink into a small basin which she then throws away after using it on me exclusively. I don't think they'd stay in business for long if they made everyone sick.
