Does that work for capital and lower-case letters too? in other words, do you mean to say that someone could sign up as Sharona (with a small "a") and it would be recognized as a different name than SharonA? Or does it work only with different key strokes?

Agreed that too-close names should at least be discouraged if not disallowed. And someone deliberately posing as someone else (such as mousethEIf signing off as "Alex" in mousethIEf's style) should be harshly dealt with.
