I think all the would-be questions miss the mark. The first thing I want to ask (and I'd ask the voters, not congressman), "Why is itever appropriate or justifiable behaviour for a 53 year old, married man to have a romantic/sexual relationship with a 20 year old subordinate?"

The man apparently has a history of this type of behavior, the man apparently has no concern for others, the man deserves to be sent home by the voters - and probably will; unless the "Run OJ get your freedom" point-of-view prevails. If the good people of his district like his political perspective they can find a good replacement from among their midst.
