this is perhaps the source....it is startling what the man will say. I wonder if he has some sort of disorder like dyslexia that exacerbates his tendency to simply say things he has not really thought much about.

(Just the other day, I saw clip of Clinton at some event, and was reminded how clear and coherent he sounded. His staff and the media who followed him used to remark how well-read on stuff he was...now if could have just managed his zipper as well...)
