The emperor will not likely fall totally flat, as he, like Reagan, has almost competent people proping him up and feeding him info constantly. I suspect that 97% of what he says is written and/or rehearsed...it's just the extemporaneous 3% that gets thru for the collectors to make fun of.

No president knows or deals with everything, but some have better perspectives and grasp of the basics.
