Guest DRJ what you are describing is statistical manipulation of data to make it fit more naturally to a more convenient mathematical model.IQ as a measure is an invention of statisticians in any event, but to design a measurement standard and decide in advance that it must fit a preconceived distribution renders the whole concept prctically meaningless.
Data either does or does not fit a normal distribution. The heights of a human population do fit a normal distribution very closely. The weights of a human popilation do not. But neither of these facts could have been established a priori.
For statisticians to say that "We will design a measure such that the results will approximate closely to a normal distribution" is spurious science, to say the least.
