It says: "Over the next seventy-five years, Presidents followed Lincoln's precedent, annually declaring a national Thanksgiving Day. Then, in 1941, Congress permanently established the last Thursday of each November as a national holiday."
In 1941, under President Roosevelt, Congress established the last Thursday of November as Thanksgiving Day. I think it lasted two years, before they (we) went back to celebrating it the fourth Thursday of the month.
