Steve, I think in the beginning, it was estimated that about 50,000 or so people worked in the WTC; but they weren't all there at the time the planes hit. Someone explained to me how the commuter system works in NY - everyone can't go in at the same time, so there were still people on their way to work at 9:00, 9:30. If they HAD all been there, the numbers would have been much higher.
