Promotion of democracy, human rights, and the development of healthy local economies in poor countries would do more to stop terrorism than any number of bombings, wars, or assassinations. Terrorism arises out of desperation. End what is causing the desperation, and the terrorists will evaporate rather quickly, since their reason for existing will be gone.

This could only be achieved if countries stopped competing for land, resources, and military domination, and started actually cooperating to reduce human suffering in all places.

Well, maybe in 100 years from now...or 200...or 1000.
