Kendall, Notepad - probably 'C:\Windows\Notepad.exe' - is a program used to read text files, and is one of the more useful programs I have. It's what normally opens all the 'readme' files that come with programs, it's what I use to 'View\Source' in MSIE so I can steal people's HTML. Don't screw with the .cab files unless you want to risk messing Windows up more than it is. Come to think of it, reinstalling Windows may be a last resort. (Well, reformatting your hard drive would be a last resort, but that's awful drastic.)
