I just found this from a trawl around the net. It is an extract from Philip J. Thomas 'Songs of the Pacific Northwest' which explains that the oil was necessary to lubricate compressed air percussion drills. The 'to and fro' of 'Taku Miners' is explained by the fact that two groups of miners were changing shift.
