Not sure what the problem is. My copy of MID2TXT (at least the ReadMe File that came with it) has the same date on it that the page you linked to has (March '98, I think), and my TXT2MID (acquired at the same time) works to midify Joe Offer's recent Offerings, e.g. a third tune for How Can I Keep from Singing. The link on the page you linked to doesn't work, i.e. I can't download another copy to compare to or replace the one I have. :-(
