Sounds like The Arkansas traveller. I saw it in print yars ago, but I don't know where (sorry!). I recall it also had this exchange:
"Will this road take me into town?"
"Nope--you'll have to walk!"
and this:
"Why don't you fix the leak in your roof?"
"I ain't goin' up on the roof in the rain!"
"Well, why don;t you fix it when it's not raining?"
"If it ain't rainin' it don't need fixin'!"
