A loophole in the Italian copyright law, now since closed because they had to adhere to the standards of the EU, does not mean that it isn't a bootleg. Any recording released, sold or traded without proper lisences (and compensation) is a bootleg.

As I'm sure you're aware, Dylan & Sony have released three authorized collections of material widely circulated for years as bootlegs. I've read that antother set will be released this year. Maybe that stuff on your CD will be part of it.
