I don't see anything so horrible about the Beeb's statement re regional policy. The regions should have some autonomy in programming decisions. But yes, if enough people in another region request the programme, the management might be persuaded to air the show. I think it would be better in this circumstance to cite the reasons why you would like to see the programme (which is, after all, multi-cultural), mentioning the other places where it has been broadcast, but not being overly critical of previous policy regarding broadcast. And there could be campaigning in general for more folk-music on the airwaves.
