Puissant is rather literally "being able to" - comes from the French Pouvoir, which as a noun means Power, and as a verb means To be able to, to "can". Puissant is an archaic present progressive, thus Being able to. So it's a combination of capability and power. Not only CAN I, but I will with oomph, or something.
