I don't know if this will help or add to the confusion but I have just had a look at a MIDI of the Golden Eagle I had done in "bouncy" style and sounded close enough for my ear.

The ratio I appear to have used for the longer note to the shorter note is 5/8 to 3/8 (dotted notation would give 6/8 to 2/8).
