Is the copy you have from a knowledgeable (sp) person or from a dubious source? Maybe it was an old hornpipe (or even some other dance form) and the transcriber tried to force it into 4/4 time. Stranger things have happened.

If a tune is written nothing like it should sound, then something is wrong. Traditional music just isn't that strange.
