Demagging the heads won't address wow and flutter. It's mechanical variation in tracking speed of the tape over the heads. As above -- usually worn belt slipping on its little wheels, or oil on the capstan heads causing unpredictable changes in the frictional coefficient betwenn...oh, never mind!! Just clean the little fucker!!
