According to ABC News, "...the United States has withheld comment on the [Israeli] attack [on Arafat's compound], saying it was 'assessing appropriate responses to events in the region.' "

I take this to mean that the speechwriters haven't finished writing a statement for Bush to read, to save Bush from saying something stupid extemporaneously.
