I never heard of anyone being able to negotiate with a draft board. If you have gotten that impression from anything I've posted, then either I have failed to communicate clearly, or you have misunderstod what I was saying.

People were able to manipulate the process and/or drag out the process in a number of ways, but they were never able to negotiate.
