Sandy, I don't know if you have tried this one but one approach is to make Muacat and other sites that you wish to use cookies on trusted sites and set a security level of medium (or custom) for that zone and set the Internet zone to high. I believe an entry of *.mudcat.org will cover all of the Mudcat servers/mirrors.
