Except that laughter, including mockig laughter, is a form of attention and a reward. So I think they should only be laughed at if they are truly funny, which is rare. (To be distinguished from being ridiculous, which is not.)

Actually I think being truly funny disqualifies someone from being a (lower case) troll; there's probably a separate word for it.
