If your octave fret is that far off, it sounds like your bridge may have been moved. (I don't know how yours is put on, so can't guess how likely that is.)

I'd have to repeat the suggestion that you get someone to take a look at what might need to be done; and if they're knowledgeable enough to identify the problems, they can probably recommend whether it's worth fixing - or at least suggest someone credible to make a $$ estimate.
