I remember this line from at least fifty years ago, but I don't think there was really any more to it. It was a comic catch phrase, i.e. "And now for my next number -- Who etc.It may have originated as a satiric comment on the prevalence of music hall/vaudeville performances of 'Who threw the overalls in Mrs. Murphy's chowder" and the like.
Now, in 1949, I can remember learning"Who threw the whiskey in the well?" from a Louis Proma record -- I can remember learning it, but I can't remeber it.
