An ad campaign might have a chance in the industrialized nations but, believe it or not, there are countries where not every home has running water, never mind TV. They are too busy staying alive to be concerned with international chic.

I mean, the Government is the problem, right? They are the ones who start the wars with their policies. So a Government Department is going to FIX everything? I don't recall any time where a new Government Department hasn't ultimately made things worse while spending huge sums of money.
