Gee, y'all sneaked this in when I wasn't looking. I started a new thread about four hours late- sorry about the duplication. The article I cited is worth reading, however, as it considers a number of alternatives.

There will be a royalty fee proposal soon; just the one CARP proposal was rejected. It is one of several being considered. Congress still expects a recommendation later this year.
