Cllr stands for Councillor (ah sure maybe it's Counciller) but it makes no difference, he does'nt council anybody. He (or She) is a member of a County Council whose main function seems to be voting on the re-zoning of land from agricultural to some other status which vastly increases it's resale value. It is normal (and widely accepted) practice that some henchman of the Councillor (or Counciller) will have acquired the land (at agricultural price) immediately before the re-zoning vote.
