One of the reasons that I am no longer a practicing Catholic is becuase of rules like this. Is the Church breaking God's laws? Not intentionally, I believe that they think they are making the best decisions when laying down doctrine. I know a few Priests who left the Priesthood to get married, the Catholic Church is much worse off for losing them. But, they chose to leave the Priesthood because they weren't willing to adhere to the laws of the Catholic Church.

I guess that my concern is that an openly gay Priest is publicly defying Church Law everyday.
