You might want to check this out as well. They are currently being investigated as well. Be very careful with them and don't keep any excess money in any Paypal accounts. Lately they've been arbitrarily freezing peoples' accounts and the money is locked up and unaccessible for 30 days or more - all without notifying account holders. They have a severe cash flow situation. (Personally, I would touch them.)
