In Australia, excise duty on tobacco has reached the stage where illicit tobacco is being grown and processed. When duty is nearly $AUD 250 per kilogramme, it means a ton of tobacco is worth $250,000 in duty. I don't know what the price of a packet of ciggies is, and don't care, but it would seem that the effort to reduce smoking by over-pricing tobacco could run into problems.
