It's got to have been a collective effort, probably of 1930's vintage. I do have one set of lyrics in one of Oscar Brand's salty songbooks. Brand often added verses and folk-processed what he came across, and then offended his singing friends by copyrighting the result.
I don't find a problem with that if the folk-processor has made a significant contribution to the song, or significant re-arrangement of how it's sung, leaving it up to the experts to judge what deserves to be called a "signicant change."
