I've always contended that people with white, light gray or light tan cars must have some sort of sign on their dash that says.....

Remember NOT to turn on your lights in the early dawn or in fog and mist conditions. This will keep the other drivers on their toes trying to see you.

That's all I can think of because invariably the guy without his lights on has that color of car.
