Lottery politics was practiced by some greek city states, wherby all citizens names were entered and one picked out at random to be the leader. Their private fortunes would be confiscated and then tied to the city state and after a period of about two/three years when they had finished the term of office their private fortunate would be returned to them and adjusted to match the fortunes of the city.
