Keith - put it down to an over-wrought imagination (or poor memory) among sailors who'd been at sea for over a year. They didn't have web-sites to remind them of things like that in those days. After all, anyone who can mistake a dugong for a beautiful mermaid must have either
a) terrible eyesight,
b) a very bad memory or
c) a desperate need.
