Vist their web site at www.culture.gov.uk and new responsibilities licensing reform and you will find that the two in a bar rule is to be abolished and included in effect in the "Basic Licence", to which the nearby public can object. Theoretically a premise licence can be allowed for music in pubs but the person amking the application needs to understand what he wants and include it in the plan.
