It's probably not the lunar vector of the tide that accounts for the difference but the surge vector. The Pacific has much longer fetch of uninterrupted movement of water -- in other words undisrupted acceleration--before it reaches the measuring point.

The Atlantic is much more broken up geographically with a much shorter fetch.
