The free web services like Hotmail, etc. don't ever verify info, and you don't need a credit card. You can say your name is Bugs Bunny and you live in Iceland. So even if they reported your info, it wouldn't necessarily be true. Lots of unsavory scammers and spanners use these web accounts for a couple of days, pull up stakes and get a new one. No tracing.

Now... it wouldn't help if the guilty party set up their ISP with Kat's credit card!
