The odds are that this person is an Earthlink customer. If you know what you're doing, you can find the general geographic area he's in but that's it. If there is a broken law, your best bet is probably to write to abuse@earthlink.net. or .com; whatever. If THEY think the law was broken, they'll probably kick him out. The FBI, etc won't help - crime's too small.
