Wasn't the old idea of "Mutually Assured Destruction (MAD)" that yo didn't have to use the WOMD, just have them so the other side wouldn't dare use theirs? But there isn't another side now ... Maybe Saddam thinks everyone's on the other side? (Not that I'm sticking up for him; but they do things differently abroad, you know.)
