Is there a site somewhere that succinctly describes the problem in terms a foreigner could understand? I mean, one that assumes no prior knowledge of British law, governmental structure, terminology, or the history of the problem?

It needs to start with the very basics: What is a license? Who issues a license? To whom is it issued (the venue or the performer)? How much does it cost? What does it cover? Was there a recent change in the law that started this controversy?

And hopefully, the site wouldn't use any abbreviations without explaining what they mean. (PRS, MCPS, EFDSS)

And please don't start a new thread to answer these questions. I'm afraid it would just evolve into another long-winded discussion that I wouldn't have the patience to read. I'm hoping for a LINK.
