There are several programs which claim to be able to convert wave files to Midi. (In addition to Akoff, for instance, there are Amazing Midi, Widi, TS AudioToMidi). However they are usually not very accurate for a single voice and very innacurate for multivoice tunes. (Programs like Finale are also able to notate from a melody).
The problem is that pitch estimation from the wav (or equivalent) file is non-trivial and the problem becomes harder as more notes are present at the same time and the noisier the recording. (If you want to look at some of the work try searching for 'Anssi Klapuri' as a starting point and you'll get references to other work in this field; several universities have research in this area. Goto has a system which can extract melody plus bass from some types of music). But even the best of the research programs can only give a starting point - none of them will transcribe 100% accurately.
So the short answer to your question currently is no (But have a look at some of those programs and see what they can do).
