Actually it's not uncommon in life or death situations for people to have exactly this kind of sweepstake.

If noone wins, everyone wins, that's the whole point.

So far Saddam's lot seems to be doing everything they are asked to do by the inspectors. And Bush was referring to that yesterday as "defiance". That's why I have a feeling that, come hell or high water, everyone isn't going to be allowed to win this particular sweepstake.
