Absolutely not a spoof. These were handed out by FBI around the country and got immediate bad PR, so they were withdrawn. But this one was forwarded to the gun right's organization and preserved, thank goodness. This is what the FBI was teaching local cops BEFORE Sept 11, and it's worse now.
